Governor declares state of emergency for additional flood-impacted counties

Governor will seek federal assistance for flood and disaster areas around state

Salem, Oregon – Oregon Governor Ted Kulongoski today declared a state of emergency for Clatsop, Clackamas, Columbia, Hood River, Multnomah, Lincoln, Tillamook, Lane and Washington counties due to heavy rain, flooding, and landslides.

"These floods present a serious concern and a real danger," the Governor said. "I’ve directed all state agencies to help with rapid emergency response and effective preparation for anticipated storms tomorrow and Sunday."

Earlier this week, the Governor issued an emergency declaration for Tillamook County within an hour of the county’s request and directed all state agencies to respond to the impacted areas.

The Governor issued this proclamation orally last night at 5:30 p.m. and will formalize it with an Executive Order pursuant to ORS 410.055. The declaration clears the way for a formal request for federal disaster relief.

"My priority is to ensure the safety and security of all Oregonians around the state," said the Governor. "And I’m committed to working with federal government for direct federal disaster assistance for our recovery efforts."

Throughout the storm, the Governor has maintained constant contact with local and emergency management officials to coordinate an effective response. Prior to Tuesday’s emergency declaration, the Governor pre-positioned two National Guard Black Hawk helicopters to help with evacuations and rescue. Also, the Governor directed ODOT to provide more than 10,000 sandbags for use in Tillamook County and other affected areas, as well as road-maintenance equipment to remove debris and other hazards. He directed the Oregon State Police to render all possible assistance in traffic control and other public safety measures.

The Governor said that his thoughts go out to all affected by the flooding. He also urged Oregonians in the affected counties at risk to practice extra caution and safety during the storm. Safety tips include:
  • Do not drive through flooded areas unless absolutely necessary. Be especially careful of high water levels likely to cause engine stalling.
  • If you are safe at home, stay there – and avoid putting yourself at risk.
  • Make sure that you have enough food and water for 72 hours for you and your family if you are in an at-risk area.
  • Follow and heed all warnings from local officials and emergency workers.
  • Remove all leaves and other debris that may clog important drainage systems.
The Governor praised emergency workers and public officials at all levels for their coordination. He stated his appreciation for their professionalism and tireless work.
