Governor Announces Circuit Court Judicial Vacancy in Curry County
(Salem, OR) – Today Governor Ted Kulongoski announced the retirement of the Honorable Hugh C. Downer, Jr. from the Circuit Court in Curry County, effective April 30, 2006. Governor Kulongoski thanks Judge Downer for his 25 years of service to Curry County and to the people of Oregon.
Governor Kulongoski will fill this third position on the Circuit Court for the Fifteenth Judicial District (Coos and Curry Counties) by appointment. The Governor’s Office is now accepting applications. Applicants must submit an Interest Form for Judicial Appointments to the Governor’s Office. The Judicial Interest Form is available online at www.governor.oregon.gov. Interest Forms must be received by the Governor’s Office by 5:00 p.m. on Friday, January 20, 2006.

ORS 3.041 and 3.050 require that a candidate at the time of potential appointment be a citizen of the United States, a resident of Oregon and a member of the Oregon State Bar. ORS 3.041(2) further states: “[e]ach judge of the circuit court shall be a resident of or have a principal office in the judicial district for which the judge is elected or appointed.”
Governor Kulongoski fills judicial vacancies based on merit, and he encourages applications from lawyers with a wide variety of backgrounds and experiences. The Governor may ask a screening committee to interview the candidates. If so, the screening committee will include members of the Governor’s staff and may include additional members of the public at the Governor’s discretion. The Governor may also personally interview one or more candidates. In making his judicial appointments, the Governor considers the interest forms and other materials submitted by the candidate and other comments and information that may be submitted to the Governor’s office. The Governor discourages candidates from generating mass mailings in support of candidates.
