Governor Kulongoski Announces Staff Changes

(Salem, OR) – Governor Ted Kulongoski today announced the reorganization of his office staff. As part of this reorganization, the Governor’s Chief of Staff, Theresa McHugh, will step down and Pat Egan will become the Governor’s Chief of Staff.

“Theresa McHugh has been in my inner circle since the day I was elected. I have always valued her advice and judgment and her deep understanding of how to implement sweeping policy changes, improve government service and maintain budget discipline has been invaluable to not only me as Governor, but to the citizens of Oregon,” Governor Ted Kulongoski said.

Pat Egan was Legislative Director and Transportation Policy Director for Governor Kulongoski during the 2003 legislative session and returns to the Governor’s office after two years serving as State Affairs Manager for the Port of Portland.  Egan also served Governor Kitzhaber from 2000-2003 as Assistant to the Chief of Staff and Legislative Director.

“Pat Egan has long been involved in shaping Oregon policy. His ability to bring the public and private sectors together is recognized by everyone,” Governor Kulongoski said. “This position requires a person who has the ability to reach out to citizens to make their government more efficient and available to them. Pat’s experience in the public and private sectors will allow him to do just that.”

The Governor also announced the appointment of Teresa Miller as his Legislative Director.  Prior to this appointment, Teresa held the position as state lobbyist for Portland General Electric and also served as a senior associate with the Tresidder Company for six years.

Chris Warner will serve as the Governor’s Senior Policy Advisor in the areas of Labor and Transportation.  Chris will remain the Governor’s chief policy advisor on transportation issues in addition to assuming the responsibilities that Tom Chamberlain held prior to his election as president of the Oregon AFL-CIO.

Other staff changes include the departure of Holly Armstrong, the Governor’s Communication Director, who left to pursue an opportunity in the private sector.

The Governor also announced that Craig Campbell, his Policy Advisor on Public Safety and Homeland Security, will be departing effective January 1, 2006. Craig will return to the private sector and resume his position with his family’s business where he worked prior to serving in the Governor’s office.

“I am extremely grateful to Tom, Craig and Holly for their dedication to me and the people of Oregon.  They will be greatly missed,” Governor Ted Kulongoski said.  “I am also grateful that Chris has accepted this critical role in my administration.”
