Governor Announces Multnomah County Circuit Court Judicial Vacancy
 
The Honorable Sidney A. Galton has announced his resignation from the Multnomah County Circuit Court effective October 31, 2005.  Governor Kulongoski thanks Judge Galton for his service to Multnomah County and to the people of Oregon.
 
Due to Judge Galton’s resignation, Governor Kulongoski announced today that he is accepting applications for the fourth judicial position on the Multnomah County Circuit Court.  The Governor will fill this vacancy by appointment.
 
The Interest Forms for Judicial Appointments must be received by the Governor’s Office by 5:00 p.m. on Monday, December 5, 2005.   Interest forms should be mailed to:  David Reese, General Counsel, Office of the Governor, 900 Court Street NE, Salem, OR 97301-4047.
 
If you submitted an interest form for a Multnomah County judicial vacancy within the last year, you do not need to submit a new interest form.   However, please submit a letter to the Governor’s Office stating that you would like to be considered for this new vacancy.  You may supplement any information in your earlier submission if you would like to do so.
 
ORS 3.041 and 3.050 require that a candidate at the time of potential appointment be a citizen of the United States, a resident of Oregon and a member of the Oregon State Bar. ORS 3.041(2) further states: "[each judge of the circuit court shall be a resident of or have a principal office in the judicial district for which the judge is elected or appointed, except that in any judicial district having a population of 500,000 or more, according to the latest federal decennial census, any judge of the circuit court may reside within 10 miles of the boundary of the judicial district."  Multnomah County has a population in excess of 500,000.
 
Governor Kulongoski fills judicial vacancies based on merit and he encourages applications from lawyers with a wide variety of backgrounds and experiences. The Multnomah Bar Association’s Judicial Screening Committee will be asked to assist with the review process.  The MBA may require the completion of an additional form in order to facilitate their review process.  Applicants should consult the MBA’s webpage (www.mbabar.org) for more information.  In addition, the Governor may create a Governor’s Screening Committee that includes members of the Governor’s staff and additional members of the public. Finally, the Governor may personally interview one or more candidates. In making his judicial appointments, the Governor considers the interest forms and other materials submitted by the candidate and other comments and information that may be submitted to the Governor’s office. The Governor discourages candidates from generating mass mailings in support of candidates.
