Governor Kulongoski Appoints New Executive Director of OWEB
 
(SALEM, OR) – Today Governor Ted Kulongoski announced the appointment of Tom Byler as the Executive Director of the Oregon Watershed Enhancement Board (OWEB), pending Senate confirmation.  Tom will assume the duties as Acting Director effective January 1, 2005.
 
“I am pleased Tom will continue to be an integral part of my administration and I am confident that in this new capacity he will strengthen OWEB’s role in enhancing salmon habitat and water quality of Oregon’s watersheds,” said Governor Kulongoski.  “I am also confident that Tom’s knowledge of the legislative process and the history of Oregon’s land and water issues will deliver stronger partnerships between the state, local communities, environmentalists and landowners so we can find common ground and make progress toward our common goal – a prosperous and sustainable Oregon.”
 
Byler has a long-standing career in public service.  He currently serves as a policy advisor to Governor Kulongoski on water-related issues.  He served in a similar capacity for former Governor Kitzhaber, and previously worked as a policy coordinator for the Oregon Water Resources Department.  He also served on the staff of State Representative Charles R. “Chuck” Norris of Hermiston during the 1995 legislative session 
 
He is a fifth generation Oregonian born and raised in Pendleton.  He earned his undergraduate degree from Willamette University and his law degree from the University of Oregon School of Law.  Byler, his wife and three children live in Salem.
 
The Governor also recognized the contributions of the Watershed Enhancement Board co-chairs Jane O'Keeffe and Dan Heagerty in assisting him in the screening and selection process for the new director, and OWEB Acting Director Ken Bierly for his service in the interim.
 
“In June I asked for Jane and Dan’s assistance in the search for a new director and I appreciate their guidance in the selection for the board director.  I also want to thank Ken for his leadership and service as Acting Director during this lengthy transition,” said the Governor.
