Governor Kulongoski Appoints Dale Penn as Lottery Director
 
(Salem, OR)  Today Governor Ted Kulongoski named Dale Penn Director of the Oregon Lottery, pending Senate confirmation.  Penn is currently the Marion County District Attorney and will resign from this office effective October 25, 2004
 
“Dale Penn has an upstanding record as a public official, private attorney, and community advocate that goes back more than thirty years,” said Governor Kulongoski.  “His commitment to upholding the integrity of the law and to serving taxpayers are the qualities needed in a Lottery Director to meet not only the financial goals of this agency, but also to meet the highest ethical standards the people of Oregon expect and deserve from state government.” 
 
Dale Penn has worked for Marion County for more than 25 years. Since 1985, Penn has been the Marion County District Attorney and was most recently re-elected to his sixth term last spring. In this position he worked to protect the safety and concerns of victims and the public through enforcement and execution of the law.   He was also charged with County budget responsibilities, management of more than 30 attorneys, and 60 staff.    Prior to this service, Penn was a Deputy District Attorney for Marion County for six years and in private practice for one year. Penn currently serves on the Governor’s Council on Domestic Violence, is the former Chair of the Oregon Criminal Justice Commission, and the former Legislative Chair for the District Attorneys.  Penn was honored as Soldier of the Year for the Fifth US Army prior to attending law school at the University of Oregon from 1973-1976.  
 
The Governor also named Walt Beglau District Attorney for Marion County for the remainder of Penn’s unexpired term, which ends December 31, 2004.  Beglau is currently a Trial Team Leader with the Marion County District Attorneys Office and has been a prosecutor in the office for sixteen years.
