OPRD Director Mike Carrier Appointed as Governor´s Natural Resources Policy Director
 
(SALEM, Ore) - Governor Ted Kulongoski today announced the appointment of Oregon Parks and Recreation Director Mike Carrier as his Natural Resources Policy Director, effective September 1, 2004. Carrier replaces Jim Brown, who has held the position since January, 2003, and whose retirement was announced earlier this month.
 
Carrier, 53, was appointed Director of OPRD in June, 2000.  His 27-year career in natural resources includes 15 years as head of Iowa State Parks, a division of that state’s Department of Natural Resources. Before that, he was Operations Chief of the Fish and Wildlife Division in Indiana, and also served in that state’s forestry division. He holds a Master’s degree in Natural Resources from Ball State and a B.A. from Western Michigan University.
 
“I am delighted to have Mike join our team,” Governor Kulongoski stated. “He brings an extensive background and expertise in all areas of natural resource management, coupled with the ability to generate consensus and commitment. I know he will be an invaluable addition to my staff as we work to provide long-term stewardship of Oregon’s natural resources and to promote our economy and quality of life.”
 
Chairman John Blackwell voiced commission support for the Governor and his vision in elevating Carrier to the Natural Resource policy position.
 
“Mike Carrier will continue to offer leadership not only for Parks but for Oregon´s broader natural resource treasures," said Blackwell. 
 
Blackwell credited Carrier with developing a blueprint for success in OPRD’s Target 2014 plan, which spells out both philosophical direction and operational goals for the agency. 
 
In 1998, Oregonians voted to devote 7.5 per cent of net Lottery proceeds to OPRD, which had been surviving on dwindling general fund dollars and suffering the effects of an aging and deteriorating park infrastructure. Under Carrier’s lead, the agency has invested some $63 million in facility repair and rehabilitation, acted to acquired 3,200 acres of new property and introduced a successful program of recreation grants to dozens of local communities.
 
The Oregon Parks and Recreation Commission will appoint an Acting Director while a search for Carrier’s replacement is conducted.
