Governor Kulongoski submits appointments for senate consideration
Recovery Act funding has helped create 350 youth jobs this summer
(Salem) – Governor Ted Kulongoski today announced the submittal of the following nominees for volunteer service on four new state boards and commissions. The Governor also submitted nominees for several existing boards and commissions. All of the nominees are subject to Senate confirmation.

Oregon Health Policy Board
The Oregon Health Policy Board replaces two other health related boards. The new board will oversee the Oregon Health Authority, a new state agency created by the division of the Department of Human Services. Over the next two years, all of the current state health care functions will be consolidated under the Oregon Health Authority.
The Oregon Health Authority, and its board, will be responsible for overseeing and coordinating all state health care services and implementing the health care reform provisions of House Bill 2009. This includes shifting the approach to health care toward an emphasis on early prevention, primary care, cost-containment, and evidenced-based outcomes.

Health Information Technology Oversight Council
The Health Information Technology Oversight Council was created by the passage of HB 2009 within the Oregon Health Authority. It is charged with developing a statewide strategic plan for electronic health information exchange, coordinating public and private efforts to increase adoption of electronic health records, setting technology standards, ensuring privacy and security controls, and creating a sustainable business plan to support meaningful use of health information technology to lower costs and improve quality of care.

Alcohol and Drug Policy Commission
The Alcohol and Drug Policy Commission replaces and builds upon the work of the Governor’s Council on Alcohol and Drug Abuse Programs. The commission is charged with producing a plan for the funding and effective delivery of alcohol and drug treatment and prevention services across all human services and public safety agencies. The Commission will report to the Governor with a specific plan by May 1, 2010.

Oregon State Hospital Advisory Board
The Oregon State Hospital Advisory Board is charged with periodically conducting a comprehensive review of operations including reviewing the laws, rules, policies, procedures and protocols concerning the safety, security and care of patients. The board may make recommendations on performance measures and goals for improving the safety, security and care of patients and potential legislative proposals or budget packages. The committee will issue annual reports to the Legislature.
