Governor Kulongoski signs series of legislation into law
 
(Salem) -  Governor Ted Kulongoski signed into law a series of bills that will, in part, provide outreach to veterans on college campuses and help with veteran re-integration, protect against invasive species, provide health care benefits to part-time employees at universities and community colleges, help prevent metal theft and develop a program to recycle paint.
 
The series of bills the Governor signed into law includes but is not limited to:
 
House Bill 2178- Creates the Campus Veterans’ Service Officer (VSO) Program in the Department of Veterans’ Affairs, and assigns federally accredited VSO’s to Oregon University System and community college campuses to provide benefits outreach to student veterans. Declares an emergency and is effective on passage.
 
House Bill 2220- Authorizes the Department of Fish and Wildlife (ODFW), the Oregon State Marine Board (OSMB), and Department of Agriculture (ODA) to operate check stations for the purpose of inspecting for and decontaminating watercraft from invasive species and authorizes ODFW to impose civil penalties to persons who knowing transport aquatic invasive species on or in watercraft.
 
House Bill 2557- Provides that part-time faculty at universities and community colleges are eligible for the same health care benefits as full-time faculty if the part-time faculty member is eligible for membership in Public Employee Retirement System (PERS) by teaching at a single institution or at multiple institutions during the prior year.
 
House Bill 3037- Creates a paint stewardship pilot program to reduce the generation of postconsumer paint, by promoting its reuse and developing a process of collecting, transporting and processing it in an environmentally sound fashion. Declares an emergency and is effective upon passage.
 
Senate Bill 77- Establishes a process whereby a county government or the Governor can declare a state of fiscal distress that compromises the ability of the county government to provide a minimally adequate level of public safety services.
 
Senate Bill 326- Allows a voter to participate in more than one nominating process for each partisan public office to be filled at the general election. Allows the names of up to three political parties that have nominated a candidate for election to appear opposite the name of the candidate on the ballot.
 
Senate Bill 570- Requires scrap metal business to create and maintain certain records pertaining to purchase and transfer of metal property. Requires payment for all metal property in the form of a check mailed to seller’s home address. Creates process for metal scrap business to retain metal property suspected to be lost or stolen.
 
Senate Bill 621- Increases the annual cap on the amount of tax credits for contributions to the Oregon Production Investment Fund from $5 million to $7.5 million.
 
Senate Bill 700- Creates a nine-member Task Force on Veterans’ Reintegration to develop and design continuing regional programs to help returning soldiers adjust to civilian life.
