Governor Kulongoski Signs Legislation to Establish Committee on Performance Excellence
Governor also signs other legislation from February 2008 session
 
Salem   Today Governor Ted Kulongoski signed Senate Bill 1099, legislation establishing the Committee on Performance Excellence. The Committee will work with the legislature and state government agencies to implement best practice policies across state government.
 
“This legislation will bring a new level of partnership between the legislature and state agencies to ensure government is operating with the best policies and procedures, further strengthening accountability to the citizens of Oregon,” said Governor Kulongoski.
 
The Committee on Performance Excellence will consist of nine members. The Governor will appoint two employees of the executive department, three public members who have business experience and two public employees from separate unions. The Speaker of the House will appoint one member of the state House. The Senate President will appoint one member of the state Senate. The Committee will develop regular reports that will be issued to the Governor, the legislature and the general public.
 
The Governor also signed the following bills today:
 
Dentists (HB 3611)
The bill exempts dentists who are certified or recognized by September 1, 2008 as following best management guidelines from the mercury waste management requirements until January 1, 2010.
 
OregonGrowth Account Board (HB 3620)
Directs the Oregon Growth Account Board to report to the Legislature and appropriate committees on the performance of the Oregon Growth Account. The bill requires long-term estimates of finances and recommendations about the appropriate account size, use of earnings and account management.
 
Motor Vehicle Variance Permits (HB 3622)
Stipulates that violation of variance permits related to the required number of pilot vehicles or failure to follow a prescribed route is a Class A violation, punishable by a maximum fine of $720. Clarifies offense of failure to remove a motor vehicle from the roadway.
 
Board of Forestry (HB 3628)
Authorizes the Board of Forestry to modify or waive certain limitations and requirements of the Forest Practices Act for the purposes of a research project conducted by a federal agency, state agencies, an educational institution or a private landowner.
 
Counties Property Lines (HB 3629)
Authorizes counties to approve a property line adjustment when one or both of the abuttingproperties are smaller than the minimum tract size before the adjustment and one is as large as or larger than the minimum after the adjustment and when both properties are smaller than the minimum before and after the adjustment.
 
Office of Rural Health (SB 1060)
Clarifies the number of certifications that the Office of Rural Health may issue for the TRICARE tax expenditures in tax years 2008 through 2011.
 
Nurse Practitioners (SB 1062)
Eliminates the requirement that drugs prescribed by certain nurse practitioners and clinical nurse specialists be included in a formulary established by the Oregon State Board of Nursing.
 
Commercial Contractors (SB 1063)
Clarifies HB 3242 (2007) by reflecting that Level 1 commercial contractors are to have one or more key employees with a combined total of eight years of experience and Level 2 commercial general contractors have one or more key employees with a combined total of four years of experience prior to licensure.
 
Monuments for Tribes (SB 1078)
Directs State Parks and Recreation Department to plan, erect, and maintain one or more monuments on State Capitol State Park grounds to commemorate Indian tribes.
