Governor Directs Children's Services Head to Review Allred Case
 
Salem - Governor Ted Kulongoski and DHS director Bruce Goldberg have asked Bryan Johnston, the newly appointed interim head of the Children, Adults and Families Division, to review the case of Gabriel Allred and work with both families towards a solution that will be in the child's best interest. Johnson has been given two weeks - until Monday, December 3rd - to complete the process.
 
Earlier this month, two adoption panels opted to allow Allred’s biological grandmother – who lives in Mexico -- to adopt him. Allred's foster parents, who live in Toledo, Oregon, have challenged the decision.
 
Allred is a two-year-old boy who is in the fortunate situation of being wanted and cherished by two families, said Governor Kulongoski. But that has also created an unusual set of circumstances.
 
“This is an unprecedented case in Oregon that brings up complex legal, social and emotional issues for these families,” said Governor Kulongoski. “It is the first time that both foster parents from Oregon and a biological family member from another country are seeking to adopt a child with citizenship in both countries.”
 
Governor Kulongoski last week asked the Oregon Attorney General for advice on what, if any, options he has regarding the case. The Attorney General has advised the Governor of the following: Department of Human Services administrative rules provide authority over adoption committee decisions to the head of the Children, Adult and Families Division. As of Monday, November 19, that is Bryan Johnston, who has been hired on an interim basis to replace retiring Ramona Foley.
 
“There are three important things to remember as this matter moves forward,” said the Governor. “First, the child is safe and cared for. Second, he will not be sent anywhere until this matter is resolved here in Oregon. And third, any decision made will be in Gabriel’s best interest.”
